The State of FOSS in Brazil

When President Luiz Inacio da Silva of Brazil encouraged his people to migrate to free and open source technologies (FOSS), everyone thought Brazil as a country of free software, a country where proprietary software is discouraged.

Some people, however, then questioned whether the policies focused on FOSS were really implemented. Marcos Mazoni, president of state-owned data processing firm SERPRO (Latin America's largest IT company), thinks so. Here's an interview of him with UpsideDownWorld.org
