You can see the speed of your CPU conveniently if you would use a CPU Frequency Scaling Monitor on pc running under Ubuntu OS. You can execute commands like $ cpufreq-selector -f 1300000 and will set you systems frequency to 1.3 GHz.

And also your processor should support the changing of frequencies and if does not support it would only show the current CPU frequency in the scaling monitor.
